Creates the Historic Cemeteries Trust Fund within the Division of Historical Resources of the Department of State to serve as a depository for long-term maintenance and upkeep of cemeteries under the Historic Cemeteries Program

Requires moneys to be deposited and disbursed by the division as provided in s. 267.21 (the Historic Cemeteries Program statute)

Allows any balance remaining at the end of a fiscal year to carry forward and remain available for the trust fund's purposes, rather than reverting to general revenue

Sets a termination date of July 1, 2030 for the trust fund, with required review before termination as mandated by the State Constitution

Takes effect contingent upon the passage of SB 34 or similar legislation in the same legislative session
