Declares that wild animal life, freshwater aquatic life, and marine life belong to all Florida residents and must be conserved and sustainably managed for current and future generations

Expands the Fish and Wildlife Conservation Commission from 7 to 9 members appointed by the governor, subject to Senate confirmation for staggered five-year terms

Requires at least one commissioner to be a resident of each of the five regional administrative divisions, and at least three commissioners must hold a postgraduate degree in conservation, biology, or wildlife management plus professional experience in fish or wildlife conservation

Establishes a two-term limit for commissioners (consecutive or otherwise) with no more than three terms expiring in any calendar year

Creates a transition schedule vacating current commissioner seats between January 2027 and January 2028 to implement the new membership requirements, requiring the amendment to be submitted to voters at the next general election
