Prohibits possessing open containers of THC-infused beverages or consuming such beverages while operating a vehicle, riding as a passenger, or sitting in a parked vehicle on a road, with violations punishable as traffic infractions

Makes it illegal to sell, give, or serve THC-infused beverages to persons under 21 years of age (second-degree misdemeanor, escalating to first-degree for repeat offenses within one year) and prohibits possession by minors

Restricts retail sales of THC-infused beverages to locations licensed to sell alcoholic beverages under s. 565.02(1), prohibits establishments within 500 feet of schools or day care facilities, and bans direct delivery to consumers

Requires THC-infused beverages to be distributed only by licensed beverage distributors who must pay a tax of 5 cents per milligram of hemp-derived cannabinoid to the Division of Alcoholic Beverages and Tobacco monthly

Establishes civil penalties for violations: $1,000 for first offense, $5,000 for second offense, and $10,000 for third or subsequent offenses, enforced by the Division of Alcoholic Beverages and Tobacco
