Creates a civil cause of action allowing family members (spouse, parent, sibling, or father of the unborn child) to sue any person who violates Florida's abortion restrictions under s. 390.0111(2), regardless of whether the violation occurred in Florida or another jurisdiction

Establishes Florida court jurisdiction over any person who violates abortion restrictions, even if they are not a citizen or resident of the state, and applies regardless of whether the abortion was actually completed

Prohibits Florida courts from recognizing, enforcing, or giving effect to judgments from other states' "clawback provisions" that penalize individuals for bringing lawsuits authorized under this bill

Allows persons targeted by out-of-state clawback lawsuits to countersue in Florida for injunctive relief, actual damages, and attorney fees, with no defense available based on outcomes in the other state's proceedings

Sets a 2-year statute of limitations for filing claims and explicitly excludes the woman who received or attempted to receive the abortion from being sued under this law
