Authorizes the Board of Governors to award competitive grants addressing faculty shortages, student financial barriers, and clinical training needs, including one-time start-up grants for establishing new accredited programs

Requires grant funds be used for faculty recruitment and retention, student scholarships covering tuition and living expenses, and clinical rotation partnerships with health care facilities

Prohibits use of grant funds for general administrative overhead, new facility construction, or non-program-related activities

Mandates annual reporting by participating universities on expenditures and outcomes, with the Board of Governors submitting a statewide summary to the Governor and Legislature by July 1 each year
