Prohibits motorcycle or moped operators from carrying children under 8 years of age unless the child is properly seated and restrained in an attached sidecar; exemption provided for parade participation

Increases the age requiring child restraint devices in motor vehicles from 5 years or younger to 8 years or younger

Requires rear-facing seats with 5-point harnesses for children through age 2 (previously age 3)

Requires 5-point harness seats (rear or forward-facing) for children ages 3-4, and booster seats or forward-facing 5-point harness seats for children ages 5-8, with exemption for children over 4 feet 9 inches tall

Violations result in a moving violation with 3 points assessed against the driver's license, though offenders may elect to complete a child restraint safety program to have penalties and points waived
