Creates new section 323.003, Florida Statutes, establishing notification requirements when a vehicle is disabled due to a motor vehicle crash and requires towing

Requires law enforcement officers impounding a disabled vehicle to provide the driver with a list of wrecker operators to choose from, or allows the driver to call their own wrecker operator

Mandates that both law enforcement and the wrecker operator inform the driver of daily storage charges, the storage facility's phone number and email address, and the process for retrieving the vehicle

Requires wrecker operator storage facilities to notify vehicle owners in writing by certified mail, telephone, and text message at 14, 30, and 45 business days after the vehicle arrives, informing them of ongoing storage charges
