Creates the "Economic Self-Sufficiency for Working Individuals with Disabilities Act" establishing a Medicaid buy-in program for working individuals with disabilities aged 18-64 whose incomes exceed standard Medicaid eligibility limits

Requires the Agency for Health Care Administration to implement the program contingent upon federal approval through a Medicaid waiver or state plan amendment

Program authorized under the federal Ticket to Work and Work Incentives Improvement Act of 1999 and the Balanced Budget Act of 1997

Enrolled individuals must receive full Medicaid benefits with any premiums or cost-sharing limited to a percentage of income as determined by the agency

Agency must seek federal approval by October 1, 2026, and implement the program upon receiving approval
