Expands the definition of "emergency" for elections to include events that impair voters' ability to safely and accessibly cast ballots, ensuring equal opportunity for all eligible voters

Authorizes county supervisors of elections to request Secretary of State approval for emergency measures when a state of emergency is declared within 60 days of an election, including allowing early voting the day before election day, using early voting sites as election day polling places, and designating additional ballot intake stations

Requires the Division of Elections to adopt a statewide election emergency contingency plan and each county supervisor to develop and submit a local plan for approval by May 1 of every odd-numbered year

Mandates creation of an election emergency training program for newly elected or appointed supervisors and critical staff, with a best practices workgroup convening by June 1 of every odd-numbered year

Requires the Division of Elections to maintain a strategic election equipment reserve including voting machines, ballot printers, generators, and power supplies, or contract with certified vendors for 24-hour emergency equipment delivery
