Creates the "Heroes Reward Program" allowing public employers to offer full-time employees a one-time payout of accrued sick leave and annual leave to help purchase a primary residence

Requires employees to retain at least 21 days of accrued sick leave after the payout and submit a fully executed purchase-and-sale agreement plus final closing disclosure to qualify

Payments must be made at the employee's current base rate of pay, are subject to applicable taxes, and cannot count toward retirement calculations or terminal leave payouts

Employers must disburse funds via electronic wire transfer to the designated closing or escrow agent within 3 business days of the scheduled closing date; if the transaction fails, funds are returned and leave balances restored

Program participation is voluntary for public employers, who may implement it through ordinance, resolution, policy, or collective bargaining agreement; effective July 1, 2026
