Mandates agencies include implementation status information for laws enacted in prior legislative sessions, detailing actions taken, expenditures, contracts executed, administrative rules proposed, and any implementation impediments

Establishes standardized performance measures all state agencies must adopt, including administrative costs as a percentage of total agency costs, vacant position fill rates, salary increase amounts, audit finding resolution rates, legal costs, and procurement expenditures

Requires each agency to develop at least five additional performance measures beyond the standardized ones, focusing on key agency functions and measuring progress toward state goals and objectives

Prohibits agencies from submitting budget amendments or changes if notified by legislative appropriations committee chairs of noncompliance with plan requirements until deficiencies are corrected
