Transfers the Division of the Florida Highway Patrol and the Office of Commercial Vehicle Enforcement from the Department of Highway Safety and Motor Vehicles to the Department of Law Enforcement through a type one transfer, effective July 1, 2026

Requires the executive director of the Department of Highway Safety and Motor Vehicles to be appointed by the Governor, subject to Cabinet approval and Senate confirmation, rather than the current structure

Establishes the Division of the Florida Highway Patrol and the Office of Commercial Vehicle Enforcement as divisions within the Department of Law Enforcement

Removes provisions allowing patrol officer assignments to the Lieutenant Governor and Cabinet members that were set to expire July 1, 2025

Updates statutory references throughout Florida law to reflect the organizational transfer, including definitions, enforcement authority, and administrative procedures related to highway patrol operations
