Renames the "Florida Health Choices Program" to the "Florida Employee Health Choices Program" and refocuses it as a centralized marketplace for employees enrolled in individual coverage health reimbursement arrangements (ICHRAs) to purchase individual health insurance plans

Narrows eligible products to health insurance policies and health maintenance contracts only, removing prepaid limited health service organizations, discount plans, prepaid clinic services, service contracts, and flexible spending accounts from the marketplace

Restructures the governing board from 15 members to 8 members, with 3 appointed by the Governor, 2 by the Senate President, 2 by the House Speaker, and the Secretary of Management Services as an ex officio nonvoting member

Requires the Department of Management Services to facilitate corporation formation and provide administrative support until January 1, 2029, when the corporation must become self-sustaining

Mandates the corporation procure a vendor within 180 days of issuing an invitation to negotiate, with the platform required to be fully operational for open enrollment by January 1, 2028
