Prohibits the Florida Department of Environmental Protection from issuing or renewing permits for land application sites that dispose of septage as Class B biosolids under certain conditions

Applies the restriction when a permitted wastewater treatment facility capable of higher-level septage treatment exists within 30 miles of the proposed Class B biosolids land application site

Requires the alternative treatment facility to be owned or operated by the federal government, a state government body, or a political subdivision of Florida

Alternative facility must be operational—not defunct, repurposed, or at capacity—for the permit restriction to apply

Takes effect July 1, 2027
