Requires electric utilities' 10-year site plans to include estimates of anticipated demand, power-generating needs, impact of demand-side management measures, and proposed power plant locations, submitted at least every 2 years

Mandates the Florida Public Service Commission to issue a final order approving, approving with amendments, or rejecting site plans within 9 months of receipt, with utilities required to submit revised plans within 60 days if rejected

Expands commission review criteria to include cost-effectiveness of planned resources, benefits of in-state energy resources that reduce reliance on imported fuels, regulatory risks and compliance costs, and adequacy of demand-side management measures

Requires public hearings for plans submitted by public utilities and grants intervention rights to parties whose participation is in the public interest

Prohibits electric utilities from filing power plant site certification applications under Chapter 403 when the site is not designated in their current approved 10-year site plan
