Creates "The Motherhood Initiative" requiring the Department of Health to expand home visit programs for expectant mothers, including depression and substance abuse screenings, blood pressure monitoring, and a 3-hour newborn care course covering bathing, feeding, CPR, and sleep routines

Requires the Department of Health to provide free blood pressure monitors and cuffs to expectant mothers for preeclampsia monitoring, along with educational materials on warning signs from the CDC's Hear Her campaign

Authorizes doulas and midwives to be present with their clients during childbirth at hospitals and rural hospitals, and permits the Agency for Health Care Administration to reduce licensing fees for birthing centers in rural and medically underserved areas

Directs the Department of Children and Families to incentivize early learning centers to operate 24 hours for children of first responders, health care workers, and those working nontraditional hours, including raising subsidy rates and allowing local restructuring of subsidy systems

Lowers the mandatory school attendance age from 6 to 5 years old and requires physician continuing education to include information on mandatory Medicaid payments covering pregnant women through a 12-month postpartum period
