Mandates that local governments conduct a budget reduction exercise at least 14 days before final budget adoption, identifying strategies to potentially reduce the ensuing fiscal year budget by 10 percent without compromising essential services like law enforcement or fire services

Requires counties and municipalities to publish detailed budget information including 6 years of historical data on revenues, expenditures by fund/department/program, debt obligations, capital projects, staffing summaries, and reserves analysis

Strengthens impact fee requirements by mandating plan-based methodology studies using localized data, limiting increases beyond phase-in limitations to no more than 100 percent over 4 years, and requiring unanimous governing body approval for extraordinary circumstance increases

Creates a 30-day response requirement for local governments to approve or deny written requests from impact fee payors seeking refunds or credits for alleged overpayments, with payors allowed to elect either a refund or credit within 30 days of approval
