Requires the Office of Insurance Regulation to review and analyze 5 years of liability insurance data for community-based care lead agencies and their subcontractors, examining access, costs, claims, settlements, and financial impacts

Mandates a report to the Governor, Senate President, and House Speaker by January 1, 2027, including trends in premium rates, claims, settlements, and actionable recommendations for ensuring affordable liability insurance

Authorizes the Office of Insurance Regulation to fine insurance companies up to $500/day for the first 3 days and $1,000/day thereafter for failing to respond to information requests within 30 days

Authorizes the Department of Children and Families to impose identical fines on community-based care lead agencies and subcontractors for late responses to information requests

Contains a sunset provision repealing these requirements on July 1, 2027, unless reenacted by the Legislature
