Creates a "District School Board Members' Bill of Rights" granting board members free and timely access to all school district documents, with requests fulfilled within 10 business days

Allows board members to consult directly with the district's chief financial officer on budget matters and access any line item in proposed or approved budgets

Requires documents such as vendor contracts and budget attachments from board meeting agenda items to be kept as public records with meeting minutes

Defines "good cause" for rejecting employee nominations to include fabricated credentials, failure to meet minimum requirements, or revoked educator certification from another state

Prohibits school districts from requiring or incentivizing employees to sign nondisclosure or confidentiality agreements as a condition of employment

Takes effect July 1, 2026
