Renames "aging resource centers" as "aging and disability resource centers" and expands their scope to serve adults with disabilities in addition to elderly persons

Replaces the Medicaid long-term care "wait list" with a "pre-enrollment list" system, with aging and disability resource center personnel responsible for placing and releasing eligible clients

Prohibits area agencies on aging from directly providing core services unless the designated lead agency is unable to perform or during a state of emergency with department approval

Caps administrative employee salaries at area agencies on aging at 150 percent of the Department of Elderly Affairs secretary's annual salary when funded by state or state-appropriated federal funds

Creates the Florida Alzheimer's Center of Excellence to provide services and support for individuals with Alzheimer's disease and related dementias, with authorization to provide direct services or contract for service provision
