Establishes a 3-year Medicaid dental pilot program in Region E of Florida's Statewide Medicaid Managed Care program to provide enhanced dental services to persons with disabilities, effective July 1, 2026, and expiring June 30, 2029

Limits eligibility to Medicaid-enrolled residents of Region E who receive Supplemental Security Income based on disability, are enrolled in a home and community-based services waiver program, or meet federal disability criteria under 42 U.S.C. § 1382c(a)(3)

Covers routine preventive care, basic services (fillings, extractions), major services (root canals, crowns, dentures), emergency dental services, and any additional services the agency deems necessary, supplementing rather than replacing existing Medicaid dental benefits

Requires reimbursement to dental providers at 80 percent of the 50th percentile of 2024 Usual, Customary, and Reasonable fees as determined by the American Dental Association or a comparable agency-approved benchmark, delivered through at least two licensed dental managed care organizations experienced in serving persons with disabilities

Directs the Agency for Health Care Administration to collect data on access, utilization, expenditures, and oral health outcomes, and to submit an evaluation report with statewide expansion recommendations to the Governor and Legislature by January 1, 2029
