Reorganizes the Division of Professions within the Department of Business and Professional Regulation to add the talent agency licensing program, Florida Building Commission, Regulatory Council of Community Association Managers, and yacht and ship brokers licensing program, while transferring yacht and ship broker fees to the Professional Regulation Trust Fund

Requires all licensees, permitholders, and applicants under the Division of Professions or Division of Real Estate to create and maintain an online account with the department, with the department prohibited from processing applications not submitted through its online system

Expands licensure-by-endorsement pathways for engineers, architects, construction contractors, and electrical contractors, including recognition of foreign jurisdiction licenses approved by the relevant board and acceptance of county or municipal licenses held for at least 10 years

Establishes a regulatory framework for mobile barbershops, requiring a permanent business address, monthly written itineraries filed with the department, compliance with ADA and OSHA requirements, and adherence to all licensure and operating requirements applicable to fixed-location barbershops

Repeals the Drug Wholesale Distributor Advisory Council and the designated representative certification requirements for prescription drug wholesale distributors, removes the sensitivity review committee requirement for construction licensing examinations, and renames the CPA Education Minority Assistance Advisory Council to the CPA Education Opportunity Assistance Advisory Council while broadening scholarship eligibility beyond minority applicants
