Every K-12 public school in Florida would be required to participate in both the National School Lunch Program and the School Breakfast Program, effective July 1, 2026

Schools must provide lunch to all students regardless of ability to pay or outstanding meal debt; school districts may collect payment but are prohibited from using third-party debt collectors

Breakfast must be provided at no cost to every student unless a parent submits written notification to withhold the meal

The Florida Department of Agriculture and Consumer Services must reimburse school districts for each breakfast served (maximum one per student per school day), with the reimbursement rate calculated as the difference between the USDA payment and the federal free meal rate

The Department of Agriculture and Consumer Services is authorized to adopt rules to administer the program
