Establishes the Florida Child Care Fund administered by a Department of Education direct-support organization to support early learning and child care needs through bequests, gifts, grants, donations, and legislative appropriations from the Child Care and Development Block Grant Trust Fund

Requires child care facilities operating under religious or parochial school exemptions to include a disclosure statement on websites, promotional materials, and family documents stating they are not subject to Department of Children and Families licensure or regulation

Extends residential property insurance protections to large family child care homes, prohibiting insurers from denying, canceling, or refusing to renew policies solely based on operating such facilities while excluding liability coverage for child care operations unless specifically included

Changes terminology throughout Florida statutes from "family day care home" to "family child care home" and removes requirements for family and large family child care homes to provide annual influenza and vehicle safety information to parents

Requires the TEACH Scholarship Program administrator to establish a Center for Early Childhood Professional Recognition for statewide training alignment, including training approval systems and competency-based assessments aligned to professional development standards
