Allows educator preparation institute participants to begin coursework while working to obtain their statement of eligibility, rather than requiring eligibility before enrollment

Expands temporary educator certification eligibility to include individuals whose professional certificates have expired, provided they meet standard application requirements

Requires reinstatement of expired professional certificates to include all subject area coverages and endorsements held at expiration, and removes the requirement to pass subject area examinations for reinstatement

Mandates the Florida Center for Teaching Excellence to submit a professional learning system for state approval and provide it free of charge to certified educators seeking certificate renewal or reinstatement

Requires the center to collaborate with the David C. Anchin Center for the Advancement of Teaching at University of South Florida and report inservice points earned by educators to the department
