Requires the Office of Educational Facilities and Office of Safe Schools to collaborate with state universities, district facilities directors, Florida Building Commission representatives, and law enforcement to review State Requirements for Educational Facilities

Review must identify recommended changes to new construction and renovations that may reduce misconduct between teachers and students, including physical abuse, sexual abuse, inappropriate relationships, bullying, and harassment

Physical plant configurations using lighting, windows, doors, mirrors, and cameras must be evaluated to ensure student-adult interactions are observable and can be interrupted, reduce student isolation, and maintain access control

Review must not conflict with or compromise existing school safety hardening requirements designed to prevent, detect, delay, and respond to threats

Recommendations must be submitted to the Department of Education for inclusion in its next biennial review to the Florida Building Commission, with copies to the Governor, State Fire Marshal, and legislative leadership, effective July 1, 2026
