Creates the Drug Overdose Death Review Committee and the Suicide Death Review Committee within the Florida Department of Health to conduct multidisciplinary, multiagency reviews of drug overdose and suicide deaths statewide

Requires local public health departments to establish local review committees that will conduct individual case reviews, identify contributing factors, and provide findings to the state-level committees

Mandates comprehensive annual statistical reports beginning December 1, 2027, to be submitted to the Department of Health and the Statewide Drug Policy Advisory Council, including demographic data, trend analysis, and prevention recommendations

Grants committee chairs authority to access medical records, law enforcement records, and other agency information necessary for death reviews, with subpoena power available through the Department of Legal Affairs

Provides immunity from civil, criminal, and administrative liability for organizations and individuals who participate in committee activities or furnish information, and prohibits committee participants from being compelled to testify about committee proceedings
