Creates public records exemptions for the Drug Overdose Death Review Committee and Suicide Death Review Committee, making confidential any records revealing the identity of decedents or their family members

Exempts from public meeting requirements any portions of committee meetings where confidential identifying information is discussed, though closed sessions must be recorded and maintained

Authorizes sharing of confidential records between committees, with governmental agencies, and with Department of Health-authorized researchers who sign privacy agreements

Establishes first-degree misdemeanor penalties for knowingly or willfully disclosing confidential records to unauthorized persons

Includes automatic repeal on October 2, 2031, unless the Legislature reviews and reenacts the exemptions under the Open Government Sunset Review Act
