Expands the existing public records exemption for pawnbroker transaction records to include records delivered to the Florida Department of Law Enforcement, in addition to local law enforcement officials

Maintains confidentiality for sensitive personal information in pawn transactions, including pledgor/seller names, addresses, telephone numbers, birth dates, physical descriptions, and thumbprints

Allows law enforcement and FDLE to disclose pawnbroker name/address, customer name/address, and property descriptions to alleged owners of pawned property

Subjects the exemption to the Open Government Sunset Review Act with automatic repeal on October 2, 2031, unless reenacted by the Legislature

Takes effect contingent on passage of SB 1582 or similar legislation in the same legislative session
