Establishes the Rural Incentive for Professional Educators (RIPE) Program within the Department of Education to provide student loan repayment assistance for educators in rural areas

Creates the Office of Rural Prosperity within the Department of Commerce, including regional rural community liaison centers and the Renaissance Grants Program providing block grants to growth-impeded counties

Increases regional consortium service organization allocations from $50,000 to $150,000 per school district and expands reporting requirements for member districts

Authorizes the Agency for Health Care Administration to submit budget amendments for Medicaid programs, including the Low Income Pool, Disproportionate Share Hospital Program, and Florida School-Based Services program

Creates the Applied Behavior Analysis (ABA) Task Force within the Agency for Health Care Administration to evaluate services and develop recommendations, with a report due to the Governor and Legislature by a specified date
