Establishes the Florida Center for Nursing within the University of South Florida to administer the Linking Industry to Nursing Education (LINE) Fund, transferring oversight from the Board of Governors and Department of Education

Expands the LINE Fund to address shortages in related health science professions beyond nursing, including programs that prepare graduates for direct patient care or diagnostic services in health care settings

Allows LINE Fund matching for nonmonetary contributions from health care partners, including donated use of employees as instructors, equipment, simulation space, and licensure exam preparation materials

Modifies tuition fee waivers for Programs of Strategic Emphasis to apply only to students' out-of-pocket expenses after all federal, state, and institutional gift aid is applied

Requires the Department of Education to publish an initial list of LINE-eligible related health science programs by October 1, 2026, and update the list annually based on the Career and Technical Education Health Science framework
