Repeals the requirement for Department of Management Services (DMS) prior approval before state agencies purchase or lease motor vehicles, watercraft, or aircraft

Authorizes state agencies to purchase vehicles from non-state term contract vendors if the cost equals or is less than similar vehicles on state term contracts

Creates new section 287.156 granting state agencies direct authority to purchase, lease, acquire, dispose of, and maintain their own motor vehicles, watercraft, and aircraft

Requires state agencies to maintain records and submit quarterly reports to DMS on fleet inventory, disposals, usage, fuel costs, maintenance, and planned replacements

Changes DMS authority from requiring to requesting that agencies with repair facilities service other agencies' vehicles and aircraft, with fund transfers occurring upon services rendered rather than on demand
