Requires entities offering fee-based services to blind or visually impaired individuals to disclose in writing whether equivalent services may be available at no cost through the Division of Blind Services

Revises dual enrollment program eligibility to specify participation is limited to Florida public postsecondary institutions and eligible nonprofit independent colleges and universities, with students exempt from tuition, registration, and laboratory fees
