Georgia state agencies that issue permits, licenses, certificates, or identification cards would be required to provide free replacements to citizens whose documents were lost or destroyed as a direct result of a natural disaster.

"Natural disaster" is defined as a flood, tornado, hurricane, earthquake, or other occurrence for which the President has made a federal disaster declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. §§ 5121–5206).

Covered documents include drivers' licenses, state identification cards, professional licenses, professional certifications, professional registrations, professional permits, and birth certificates, among others.

Citizens must apply for the free replacement within 60 days of the federal disaster declaration and must be residents of the area covered by that declaration.

The Act takes effect immediately upon approval by the Governor or upon becoming law without such approval.
