Reincorporates the Town of Cadwell in Laurens County, Georgia, with a new charter replacing the original charter approved August 19, 1912, which is repealed in its entirety

Establishes a governing authority consisting of a mayor and five at-large council members, all serving four-year staggered terms, with candidates required to be at least 21 years old and residents of the town for at least six months

Grants the mayor chief executive authority including veto power over ordinances (overridable by unanimous council vote), budget preparation responsibilities, and power to appoint and remove department heads with council confirmation

Creates a Municipal Court with judges appointed by the town council who must be members of the State Bar of Georgia, with authority to impose fines up to $500 and imprisonment up to 90 days for ordinance violations

Provides comprehensive municipal powers including ad valorem taxation, bond issuance, eminent domain, utility operation, zoning and planning, franchise grants (limited to 35 years), and requires annual independent audits and adoption of operating and capital budgets by September 30 each year
