HB 1321 – Emergency Telephone System Fund Additional Use

• Adds a new authorized use (paragraph 9) for Georgia's Emergency Telephone System Fund, allowing moneys to be spent on equipment, hardware, and software that supports public safety wireless voice and data communication systems and interoperable communication capabilities of 9-1-1 service

• Limits this new spending category to local governments whose 9-1-1 systems already provide enhanced 9-1-1 service

• Requires that projected fund revenues at the end of any fiscal year exceed the cost of providing all other existing authorized 9-1-1 services (paragraphs 1–8) before the new category of spending is permitted

• Mandates that the cost calculation for existing services include a reserve amount equal to at least 10 percent of the previous year's expenditures, ensuring a financial cushion before surplus funds are redirected

• Amends Part 4 of Article 2 of Chapter 5 of Title 46 of the Official Code of Georgia Annotated (the "Georgia Emergency Telephone Number 9-1-1 Service Act of 1977"), specifically Code Section 46-5-134(f)
