GA HB1361

Expands the Jekyll Island–State Park Authority from 9 members (commissioner of natural resources plus 8 governor-appointed residents) to 11 members (commissioner plus 10 governor-appointed residents), with the quorum increased from 5 to 6.

Requires each of the 10 appointed members to meet specific professional qualifications, including expertise in marine biology/botany, ecology/conservation, recreation management, hospitality/tourism, business ownership, K-12 education, Jekyll Island history, and public land planning, plus one coastal-county resident.

Mandates that all authority members, officers, and employees fully disclose any direct or indirect financial interest in contracts, business, or firms doing business with the authority, with failure to disclose constituting grounds for removal or discharge.

Prohibits the authority from entering into any contract or conducting business in which a member, officer, or employee holds a financial interest.

Makes any contract or transaction involving an undisclosed conflict of interest or a violation of applicable state conflict-of-interest laws voidable by the authority, effective July 1, 2010, for contracts entered into on or after that date.
