Requires candidates for local board of education to have been a resident of the school district and election district they seek to represent for at least 12 months, replacing the previous requirement of simply being a current resident

Prohibits any person from serving on a local board of education unless they possess a high school diploma or a general educational development (GED) diploma, applicable to persons elected or reelected after July 1, 2010

Changes local board of education member terms from four years to staggered two-year terms, unless otherwise provided by local Act or constitutional amendment

Amends Article 3 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated, which governs local boards of education eligibility and terms of office
