Reincorporates the City of Coolidge, Georgia, under a new charter, repealing the previous incorporating Act approved March 5, 1976 (Ga. L. 1976, p. 2872) and all amendments thereto

Establishes a governing authority consisting of a mayor (chief executive) and six councilmembers, all serving four-year terms, with candidates required to be at least 21 years old and residents of the city for at least 12 months prior to election

Creates a Municipal Court with jurisdiction over charter violations and city ordinances, empowered to impose fines up to $500, imprisonment up to 90 days, or both, with certiorari appeals to the Superior Court of Thomas County

Grants the city broad powers including taxation (ad valorem, occupation, and business taxes), bonding authority (general obligation and revenue bonds), eminent domain, franchise grants (not exceeding 35 years), zoning and planning, municipal utilities operation, and all other powers authorized under Georgia law

Requires nonpartisan elections decided by plurality, an annual independent audit by a certified public accountant, and takes effect upon approval by the Governor
