Extends the corporate city limits of Garden City, Georgia, by annexing nine specified parcels of land in the 7th G.M. District of Chatham County, including the Southbridge development, portions of Dean Forest Gardens Subdivision, and other tracts located near the Interstate 95/16 interchange and Dean Forest Road

Requires two separate referendums conducted on the same date: one for electors residing in the areas to be annexed and one for electors already within Garden City, with both groups required to approve by majority vote for the annexation to take effect

Election expenses are to be borne by the City of Garden City, and the Chatham County election superintendent must publish notice of the elections once a week for two weeks prior to the vote

Requires the City of Garden City's legal counsel to submit the Act for preclearance under the federal Voting Rights Act of 1965 no later than 45 days after the Governor's approval or the Act otherwise becoming law

If either set of voters rejects the annexation or the elections are not properly conducted, Section 1 (the annexation) is automatically repealed on the first day of January following the election date
