Establishes a new charter for the City of Bremen, Georgia (located in Haralson and Carroll counties), repealing the original 1898 incorporation act and all its amendments

Creates a council-manager form of government with a mayor and four at-large councilmembers serving 4-year staggered terms, with no term limits; candidates must be at least 21 years old and city residents for 12 consecutive months prior to qualifying

Provides for an appointed city manager serving as chief administrative officer with authority to hire/suspend/remove city employees, prepare budgets, and direct city departments; the city council is prohibited from giving direct orders to city staff

Grants the mayor veto power over ordinances with a 10-day review period, overridable by three councilmember votes; establishes a Municipal Court with judges appointed by the city council who must be members of the State Bar of Georgia

Acknowledges and continues the independent Bremen Public School System governed by a five-member elected Board of Education, with school taxes collected by the city kept separate and paid monthly to the board of education
