Requires the Georgia Department of Natural Resources to notify property owners when proposed new or revised flood elevations would affect their property, including properties in the regulatory floodway or elsewhere.

Local governments must provide the department with names and addresses of all property owners affected by new or revised flood elevations as indicated on revised preliminary flood maps.

The department must send written notice to affected property owners within 21 days of receiving their names and addresses from local governments.

Notices to property owners in the regulatory floodway must be sent by certified mail, while notices to all other affected property owners may be sent by regular mail, addressed to the owner of record shown on county property and tax records.

Notices must inform property owners that their property will be affected by new or revised flood elevations and explain the potential implications of such changes.
