Provides for restricted learner's permit provisions for minors who are dependents of disabled guardians in Georgia

Expands the definition of "passenger vehicle" under Georgia's mandatory safety belt law (Code Section 40-8-76.1) to explicitly include pickup trucks, vans, and sport utility vehicles, eliminating the previous exemption that allowed adults 18 and older in pickup trucks to ride without seat belts

Retains exemptions from safety belt requirements for motorcycles, motor driven cycles, and off-road or farm vehicles when operated by owners, drivers, or occupants aged 18 or older

Moves the effective date from July to June
