Requires contracting entities that enter into direct contracts with healthcare providers to register with the Georgia Commissioner of Insurance within 90 days of commencing business, providing their official name, mailing address, and primary contact information

Prohibits contracting entities from granting third parties access to a provider's contractual discounts unless the provider network contract specifically authorizes such access, the third party reimburses at the contracted rates, and the third party complies with all applicable terms and conditions of the contract

Requires contracting entities to provide providers with a written or electronic list of all third parties with access to their network contracts and maintain a website or toll-free number with listings updated at least every 90 days

Classifies knowingly accessing or utilizing a provider's contractual discount without a proper contractual relationship as an unfair trade practice, and allows providers to refuse discounts taken without a contractual basis

Exempts from the chapter's requirements provider network contracts for Medicaid, Medicare, the state employees' health insurance plan, SCHIP, affiliate entities under common control, discount medical plan organizations, workers' compensation services, and pharmacy benefits managers; effective July 1, 2010, applying to contracts entered into or materially amended on or after that date
