Reduces penalties for failure to comply with registration requirements from a minimum of 10 years imprisonment to a minimum of 1 year for a first offense, and from life imprisonment to 5–30 years for a second offense

Establishes registration and reporting requirements for homeless sexual offenders, requiring them to register with the sheriff of the county where they sleep and update their sleeping location within 48 hours of any change

Revises the Sexual Offender Registration Review Board's classification and appeals process, replacing judicial hearings and administrative law judge proceedings with a streamlined system of board reevaluation followed by superior court review, where board findings serve as prima-facie evidence

Removes the requirement for sexual offenders to provide email addresses, usernames, and user passwords as part of required registration information, and adds interference with electronic monitoring devices worn by sexual offenders to existing criminal prohibitions
