Creates the Commission on Regional Planning within Georgia law to coordinate state contract terms, identify state and federal funding for shared service delivery goals, coordinate planning of resource allocation and service delivery, and identify issues requiring state, regional, or local action

Board of directors includes the Governor (serving as chairperson), chairpersons of each regional commission council, leaders of the Association County Commissioners of Georgia and Georgia Municipal Association, and commissioners of community affairs, economic development, human services, natural resources, and transportation, among others

Additional board members include the director of the Environmental Protection Division, director of the Georgia Environmental Facilities Authority, and designees of the Lieutenant Governor, Speaker of the House, and State School Superintendent

Commissioner of community affairs serves as executive director of the commission; the Governor may appoint additional members as appropriate; and chairpersons of relevant Senate and House committees may serve as ex-officio nonvoting members

Explicitly exempts aging programs and services under the Division of Aging Services of the Department of Human Services administered pursuant to the federal Older Americans Act of 1965, and requires each regional commission's executive director to serve as an adviser to the new commission
