Transfers jurisdiction and control of the Employees' Social Security Coverage Group from the Employees' Retirement System of Georgia (and its Board of Trustees) to the State Personnel Administration (and the State Personnel Board)

Redefines "state agency" in Chapter 18 of Title 47 from the Employees' Retirement System of Georgia to the State Personnel Administration for purposes of administering social security coverage for state and political subdivision employees

Changes the funding source for administrative expenses from contributions paid by participating subdivisions to funds appropriated to the State Personnel Administration, and explicitly authorizes creation of a full-time position for administration

Repeals the special "contribution fund" (Article 4) that previously collected contributions, interest, and penalties from political subdivisions, replacing it with a "Reserved" designation, and removes related enforcement mechanisms that withheld state appropriations from noncompliant counties, municipalities, and boards of education

Updates terminology throughout the chapter, replacing "rules and regulations" with "policies and procedures" and removing obsolete provisions, including reporting requirements to the General Assembly and a provision specific to the Superior Court Judges Retirement Fund
