Dedicates the portion of SR 141 from the Gwinnett County line to the Forsyth County line in Fulton County as the Mark Burkhalter Parkway, honoring the Georgia State Representative who served as Speaker Pro Tempore (2005–2010) and briefly as Speaker of the House

Dedicates the portion of SR 242 in Washington County from its intersection with SR 15 to the Jefferson County line as the Willie Lee Duckworth Highway, honoring the World War II private from Georgia who in 1944 authored "Sound Off," one of the most popular marching cadences in U.S. Army history

Dedicates the bridge on US 441 South over I-20 at Exit 114 as the Walter Curtis Butler, Jr. Memorial Bridge, honoring the first African American elected official in Morgan County who served as county commissioner for over 25 years and as president of the Georgia State Conference of the NAACP for 12 years

Directs the Georgia Department of Transportation to erect and maintain appropriate signs for all three dedicated road facilities

Directs the Clerk of the House of Representatives to transmit copies of the resolution to the Department of Transportation, Mark Burkhalter, and the families of Willie Lee Duckworth and Walter Curtis Butler, Jr.
