Imposes an additional penalty equal to 50% of the original fine for a significantly expanded list of drug-related offenses under Georgia Code, including violations related to marijuana, controlled substances, and noncontrolled substances (Code Sections 16-13-30 through 16-13-33)

Extends the 50% additional fine penalty to offenses involving furnishing alcohol to minors (Code Section 3-3-23.1), DUI (Code Section 40-6-391), and vehicular homicide or serious injury by vehicle when the offender was also charged with DUI

Funds collected from these additional penalties are deposited into the "County Drug Abuse Treatment and Education Fund," managed by the governing authority of each county

Authorizes counties to use the fund not only for drug abuse treatment and education programs but also for drug court division purposes, if a drug court division has been established in the county under Code Section 15-1-15

Effective date of July 1, 2009, with the expanded penalty provisions applying only to offenses committed on or after that date
