GA SB22

Establishes the Georgia Coordinating Committee for Rural and Human Services Transportation under the Governor's Development Council to improve efficiency and coordination of rural and human services transportation programs across the state.

Creates a State Advisory Subcommittee chaired by the commissioner of transportation (or designee) and composed of the State School Superintendent and commissioners from seven state departments including Transportation, Human Services, Community Health, and Labor.

Requires the committee and its advisory subcommittees to meet at least quarterly; members receive no additional compensation or reimbursement of expenses from the state.

Directs the committee to analyze duplication of services, opportunities for shared vehicle purchases and maintenance, cost-sharing among agencies, route scheduling to avoid duplicative trips, federal funding limitations, and potential cost reductions including privatization.

Mandates an annual reporting cycle: a preliminary report to the advisory subcommittee by July 1, a final report to the Governor's Office of Planning and Budget by September 1, and submission of the final report with budget recommendations to the presiding officers and relevant committee chairs of the General Assembly by January 15.
